Rîfê-cêharafî Ye (/ˈrɪfɘ/ /ˌcɘhaˈrafɪ/ [weak; fragile] [subtlety]) is a subtropical Large City located in the Erimymeseri County of the Union of Engineers.
The name Rîfê-cêharafî Ye is derived from the Wood Elvish language, as Rîfê-cêharafî Ye was founded by Moctîj, who was culturaly Iron Elvish.
Climate
Rîfê-cêharafî Ye has a yearly average temperature of 16°C (60°F), with its average temperature during the summer being a pleasant 24°C (75°F) and its average temperature during the winter being a cold 9°C (48°F). Rîfê-cêharafî Ye receives an average of 215 cm/y (84 in/y) of precipitation, most of which comes in the form of rain during the fall. Rîfê-cêharafî Ye covers an area of nearly 273 km2 (109 mi2), and an average elevation of 1050 m (3444 ft) above sea level.
Overview
Rîfê-cêharafî Ye was founded durring the early 16th century in fall of the year 1525, by Moctîj. The establishment of the new community went well, with no major obsticles durring construction.
Rîfê-cêharafî Ye was built using the conventions of Iron Elvish durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Rîfê-cêharafî Ye is no diffrent. The city's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Rîfê-cêharafî Ye is buildings are built arround a single restrictive split-log ties mainstreet which forms a counterclockwise spiral to give the city a over all circular shape. The city sits behind an impressive looking clay brick wall. The wall is notable for querried stone blocks being used to renforce the clay bricks in the expected manner and locations. While the wall was built to the exact specifications of modern fortifications, one has to wonder why the money invested into creating such a well fortified wall wasnt spent on a less impressive looking wall crated from sturdier materials. Rîfê-cêharafî Ye's walls would endure a brief bombardment, but only from light siege weapons. It seems more likly the city's walls were not designed with defence in mind but rather lending the town a certain air with visitors. Rîfê-cêharafî Ye's boondoggle-of-a-fortified wall are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
Rîfê-cêharafî Ye has the unmistakable air of a city on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Rîfê-cêharafî Ye ’s existence was once fed by scholarly pursuits. But the income once drawn in by the works of scribes and academics has dried up and the city is drifting down the stream of history as it dries up. Rîfê-cêharafî Ye has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Rîfê-cêharafî Ye has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Rîfê-cêharafî Ye has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Rîfê-cêharafî Ye is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
The locals have cut a deal with some unspeakable entity, trading some form of tribute (benign of horrific) in exchange for the being’s forbearance or assistance. Outsiders may be ignorant of the bargain, or they may know that the community is in thrall but be too fearful of its master to take action against them. The creature likely serves as a protector as well as a tyrant, so the locals may be content with the deal even if it doesn’t offer any further inducement or aid.
Rîfê-cêharafî Ye's mayor's house was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..
In Rîfê-cêharafî Ye rain occurs in reverse with water pooling up from the earth then falling into the skies to from clouds, this unsettles every visitor that sees it.
